Winston-Salem’s Stormwater Pollution Prevention Plan Project Phase 3 Completed

October 2011 – JEWELL Engineering Consultants (JEWELL) has wrapped up Phase 3 of Winston-Salem's Stormwater Pollution Prevention Plan (SWPPP) Project. Phase 3 entailed developing SWPPPs for the City’s recreation centers and pools. This completes the third year of a three-year program to reduce stormwater pollution from municipal operations and fulfill the City’s requirement under the Good Housekeeping measure of its NPDES permit by developing these plans for select municipal operations and City-owned properties.

JEWELL has created templates for efficient field work data collection and SWPPP composition in order to complete the SWPPPs in a cost-effective manner. JEWELL staff along with a representative from the Winston-Salem Stormwater Division performed site visits documenting potentially polluting materials, activities, and stormwater outfall structures at the sites. The stormwater outfall structure locations were collected using a Trimble™ GPS unit. Following the field work, SWPPP document composition and internal reviews were completed by JEWELL staff. After the City stormwater staff reviewed the SWPPPs, final copies were produced and provided to the City for plan implementation.

A master SWPPP was created for both the recreation centers and the city-owned pools. Also, an individual site-specific SWPPP was developed for each recreation center. A pool-water pre-release evaluation process was developed for the pools in order to effectively manage pool discharges. The completed SWPPPs will be used by facility staff to comprehensively guide the implementation of each facility’s stormwater pollution reduction program through a process of training/employee awareness, preventative maintenance/good housekeeping checklists, spill response and other effective measures.

Phase 1 of this project was completed in the spring of 2009. That phase entailed developing SWPPPs for five City-owned operations including two wastewater treatment plants, fleet services, and sanitation and streets services division sites. JEWELL produced SWPPPs for 9 other municipal facilities during Phase 2 of this project which was completed in 2010. Concerning these plans and their beneficial impact, Doug Jewell stated "These SWPPPs are the single-most effective tool we have to reduce urban stormwater pollution from municipal operations."
